Environmental permitting is the process of obtaining, renewing and amending the environmental permits a project or facility needs before it is built and while it operates. It covers identifying which permits apply, preparing the technical and administrative documents the regulator expects, submitting the application, and responding to authority comments until a decision is issued.
In Saudi Arabia, activities with potential environmental impact are regulated under the Environmental Law and its Implementing Regulations, with the National Center for Environmental Compliance (NCEC) responsible for environmental permits. Depending on location and activity, other bodies may also be involved, such as the Royal Commission for Jubail and Yanbu or MODON within industrial cities. Working out which permits apply, in what sequence, and what evidence each one needs is the first decision that shapes a project schedule.
Our work starts with a permit strategy: we review the project description, processes, emissions, discharges and waste streams, then map them against the applicable permit requirements. From there we prepare the application package — technical descriptions, site and process information, environmental controls and supporting studies — and check it for consistency before submission. Where a permit depends on an environmental impact assessment or a management plan, we align those documents so the regulator sees one coherent picture.
Permits are not a one-time event. Expansions, new production lines, changes in raw materials or a change of operator can all require a permit modification, and operating permits must be renewed before they lapse. We track these triggers with you, prepare renewal and modification submissions, and draft clear responses when the authority requests clarification or additional information. The business outcome is predictable approvals planning and fewer delays caused by incomplete or inconsistent applications.
