Manufacturing plants carry the widest set of environmental obligations of any sector. Process emissions from stacks and boilers, fugitive dust from raw material handling, industrial wastewater, hazardous wastes such as spent solvents, oils and sludges, and noise at the fence line all fall under the Environmental Law and its Implementing Regulations, with permits and compliance monitoring overseen by the National Center for Environmental Compliance (NCEC).
Location shapes the compliance path. Facilities in Jubail and Yanbu work within the environmental regulations of the Royal Commission for Jubail and Yanbu (RCJY), while factories in MODON industrial cities interact with MODON requirements for effluent discharge to shared treatment systems and site environmental conditions. Standalone plants deal with NCEC directly. Expansions, new production lines and changes in raw materials can all trigger permit amendments or new studies.
For plant managers and HSE teams, the practical challenge is keeping permits, monitoring data, waste manifests and registers aligned and inspection-ready while production continues. Customers and parent companies increasingly ask for carbon and ESG data as well, so the same environmental data must serve both regulatory and commercial purposes.
Environmental challenges
Environmental challenges
01
Stack and process emissions
Boilers, furnaces, dryers and process vents need periodic emission measurements against permit conditions, with sampling ports, access and records that hold up during inspection.
02
Industrial wastewater
Effluent quality must meet the conditions of the discharge route, whether to a shared industrial treatment plant, sewer or on-site treatment, with sampling records to prove it.
03
Hazardous waste streams
Spent oils, solvents, contaminated packaging and sludges require segregation, labelled storage, licensed transporters and manifests that trace each consignment to its final destination.
04
Permit changes during growth
New lines, capacity increases or raw material changes can alter the facility's environmental profile and require permit amendments or supporting studies before operation.
05
Customer and group carbon requests
Export customers and parent companies ask for Scope 1 and 2 emissions and product-level data that many plants have never compiled in a structured way.
Typical requirements
Typical requirements
Requirements vary by activity, location and permit conditions. We confirm the applicable requirements for your project at the start of every engagement.
Environmental operating permit from NCEC, or from RCJY or under MODON arrangements depending on location
Periodic stack emission and ambient air monitoring in line with permit conditions
Industrial wastewater sampling and reporting for the approved discharge route
Hazardous and non-hazardous waste segregation, storage, manifests and use of licensed contractors under MWAN regulations
Environmental registers covering chemicals, waste, emissions and incidents, kept ready for inspection
Environmental studies or permit amendments before expansions or process changes
Fence-line noise and dust control where the site borders other users
How Selorin supports
How Selorin supports
Permits and amendments
We prepare permit applications and amendment packages, compile technical data on processes and emissions, and coordinate responses to authority comments.
Stack, air and effluent monitoring
We plan and carry out emission, ambient air and wastewater sampling, and report results against permit conditions with clear findings and corrective actions.
Waste and registers
We map waste streams, set up segregation and storage arrangements, and structure registers and manifests so records are complete and traceable.
Carbon and ESG data
We build a GHG inventory for the plant and prepare the data customers and parent companies request, using the GHG Protocol and ISO 14064-1.
Construction and operating permits, renewals and modifications — from permit strategy and document preparation to submission and responses to authority comments.
Key benefit: Fewer resubmissions and a clearer path to permit decisions
Ongoing compliance management: obligation registers, inspection readiness, responses to regulatory notices and violations, and corrective action plans that close gaps.
Key benefit: Lower exposure to violations and operational disruption
Environmental registers, periodic and self-monitoring reports, and data management systems that keep your records accurate, traceable and ready for inspection.
Key benefit: Reliable environmental data, available when it is needed
Compliance audits, gap assessments and ISO 14001 internal audit support, with structured reports that rank findings by significance and recommend practical actions.
Key benefit: An objective view of where you stand and what to fix first
Ambient air quality monitoring for gases, particulates and meteorology, plus stack emissions measurement, with validated data and compliance-ready reports.
Key benefit: Clear evidence of air quality performance for permits and stakeholders
Sampling and monitoring of effluent, treated wastewater, groundwater and seawater, with on-site measurements, laboratory coordination and compliance reporting.
Key benefit: Confidence that discharges and reuse meet permit conditions
Screening, scoping, baseline studies, impact analysis and mitigation, prepared as an EIA report ready for authority review and follow-up comments.
Key benefit: A defensible EIA that keeps your approval path predictable

Frequently asked questions
Does our factory in a MODON industrial city still need an NCEC environmental permit?
It depends on the activity and the arrangements that apply in that industrial city. Many facilities deal with both MODON site requirements and national environmental permitting. We review your activity, location and current approvals and confirm which permits and conditions apply before any application is prepared.
How often should we measure stack emissions?
Frequency is set by your permit conditions and the type of source. We read your permit, list every emission point and its parameters, and build a monitoring schedule that matches those conditions, so measurements are neither missed nor duplicated.
We are adding a production line. What do we need to do environmentally?
Start by assessing whether the change alters emissions, effluent, waste or noise. Depending on scale, you may need a permit amendment or an environmental study before commissioning. We screen the change early so approvals do not delay start-up.
Can you prepare the carbon data our export customers ask for?
Yes. We prepare a Scope 1 and 2 inventory, and Scope 3 categories where relevant, following the GHG Protocol and ISO 14064-1. Where customers want product-level figures, we can extend the work to a life cycle assessment.
